List every spot pair on the canonical HL spot universe

Returns active canonical spot pairs (excludes testnet / non-canonical). Each entry includes the slash form (`name`) and the URL-safe dash form (`pair`). Cached 60s. For the raw HL spot meta, use `GET /v1/hyperliquid/info/spotMeta`.
