Read one locally published provider-account dataset head

/v1/provider-accounts/{providerAccountId}/datasets/{datasetKey}Database-only read. It never calls a provider. A stale head retains its immutable last-good version and timestamps. Raw EVM balances, allowances, and LP positions remain partial and unsafe for portfolio scalars; allowance is never trading authority and LP components are non-additive decompositions.
