Register a platform attribution

Bind a builder identifier (HL builder address or PM bytes32) to your org. Idempotent on `(provider, builder)`. Validates format per provider: HL = 0x… 40-char address; PM = 0x… 64-char bytes32 (from V2 OrderFilled.builder).
