Runtime status of every cron-driven service (admin)

Per-service `runtimeStatus()` snapshot — name, intervalMs, lastRanAt, lastError, running flag, plus optional extras. Used by the internal-admin "Operations" page to surface stale / errored workers. Short bounded list (≤20 services); no pagination.
