Run the HL ledger reconciliation sweep now (admin)

Lock-free, inline reconciliation of the HL fleet against the official ledger: inserts webhook-missed rows, corrects legacy-basis rows, deletes surplus hash-group legs, and reports post-repair netDeposits drift. Pass `address` to reconcile a single wallet. Returns { wallets, inserted, updated, deleted, mismatches }. 503 when self-grid is off (art.pnl.self_grid=off).
