Live state of the node-side HL indexer (admin)

Polls hl-adapter /metrics for the four indexer health gauges (last fill ts, fills total, allmids coin count, ws connections). Returns `available:false` with a `reason` when art.hl.admin_url isn't set or the node is unreachable.
