Live Moralis Streams status (admin)

Returns a combined view of runtime config flags, the upstream stream state (queried live from Moralis with the configured api key), local + upstream address counts, and the timestamp of the last webhook delivery. Used by the internal-admin Streams page to verify config + drift between local and upstream filter.
